Test version matrix for OS + Python and transition to Codecov #163

This PR updates the test action. The following things were changed:

  • Remove ruff formatting from action (already covered by pre-commit CI)
  • Introduce matrix testing for operating system and Python version.
  • Use Codecov app instead of generating and pushing the badge via a bot
